Not responding to commands/responding slowly

Multiple things can be happening that will cause this issue. It may be the discord API Latency, or if not responding at all, is shut down. There's also some commands that can respond slowly... Some commands that use hastebin API not responding? It's an issue from hastebin. See below the commands that use this API:
